Follow-up to https://crrev.com/c/7839618 ("Use the platform color
emoji font for VS-16 sequences in native UI").

That change made RenderTextHarfBuzz route any run containing U+FE0F
(VS-16) through the platform color emoji font, which fixed
text-default emoji like "©️" / "♦️" rendering
monochrome in tab titles on Windows and macOS. It did not, however,
help bare codepoints whose Unicode `Emoji_Presentation` property is
already Yes (e.g. U+1F004 MAHJONG TILE RED DRAGON, U+1F3B2 GAME DIE,
the U+1F000-U+1F02F Mahjong / Domino / Playing-Card block), because
they carry no VS-16 and so never entered the new pre-pass.

On macOS those default-emoji codepoints already render in color via
CoreText's cascade list. On Windows they do not: gfx::RenderText's
GetFallbackFont path returns Segoe UI Symbol (which provides a
monochrome glyph for the same codepoint) instead of Segoe UI Emoji,
so shaping succeeds against a text font and the run never reaches a
color fallback. The visible result was the same canary build showing
"\\U0001F004" as monochrome in a Windows tab title and color in the
matching macOS tab title.

Fix: extend RunRequestsEmojiPresentation() to also return true when
the run contains any codepoint with `Emoji_Presentation=Yes`, in
addition to the existing VS-16 check. The emoji pre-pass in
ShapeRuns then routes such runs through the platform color emoji
font, mirroring what macOS does at the OS level and what Blink does
in Web content via FontFallbackPriority::kEmojiEmoji. VS-15 (text
presentation) continues to take precedence via the existing
RunRequestsTextPresentation check at the call site, so e.g.
"\\U0001F004︎" still renders as text.

Iteration uses base::i18n::UTF16CharIterator to handle surrogate
pairs (the relevant codepoints are all >= U+1F000) and to satisfy
-Wunsafe-buffer-usage.

Manual verification on Windows (local dev build vs. Chromium
Canary): "\\U0001F004", "\\U0001F0CF", "\\U0001F3B2" now render in
color in tab titles, matching the macOS behavior; "♦️"
and other VS-16 sequences continue to render in color as before;
strings with VS-15 continue to render as text.

Fixed: 519440127, 40137571
Change-Id: I59c74331e07894e626758e3b4aa35d0d79a96371
Reviewed-on: https://chromium-review.googlesource.com/c/chromium/src/+/7897969
Reviewed-by: Mike Wasserman <msw@chromium.org>
Reviewed-by: David Yeung <dayeung@chromium.org>
Commit-Queue: Chang Liu <changliu1@microsoft.com>
Cr-Commit-Position: refs/heads/main@{#1642901}
## Highlights
- **Rendering** Blink rerouted media frame visibility through `HTMLMediaElement`, cutting old delegate plumbing and adding cross-origin visibility tests to reduce autoplay and hidden-playback race bugs. [CL 7278838](https://chromium-review.googlesource.com/c/7278838)
- **Networking** WebTransport stream creation now carries explicit stream priority over Mojo, wiring send group and send order into the network service for finer HTTP/3 scheduling control. [CL 7874382](https://chromium-review.googlesource.com/c/7874382)
- **UI** The Glow Up reload button animation now fires only on actual button press, avoiding gratuitous motion during state changes and tightening toolbar polish. [CL 7905883](https://chromium-review.googlesource.com/c/7905883)
- **Rendering** Chromium now prefers the platform color emoji font even for default-emoji codepoints, improving emoji fidelity and consistency in text rendering. [CL 7897969](https://chromium-review.googlesource.com/c/7897969)
- **Build** Betty trybots are now critical on the default Chrome CQ path, increasing ChromeOS signal before submit and making failures harder to miss. [CL 7867483](https://chromium-review.googlesource.com/c/7867483)
- **Refactor** Extensions unit tests cleaned up several exit-time destructors, another step toward enabling the warning more broadly without test-only leaks. [CL 7906576](https://chromium-review.googlesource.com/c/7906576)
- **UI** Glic now shows its experimental triggering nudge only on the first turn, reducing repeated prompting in the AI surface. [CL 7905899](https://chromium-review.googlesource.com/c/7905899)

## What landed by area

### Media and autoplay
- **Rendering** Blink moved media frame visibility handling into `HTMLMediaElement`, simplifying control flow around hidden playback decisions. [CL 7278838](https://chromium-review.googlesource.com/c/7278838)
- **Media** The old `RendererWebMediaPlayerDelegate` visibility plumbing was trimmed back, shrinking renderer-side special casing for media visibility. [CL 7278838](https://chromium-review.googlesource.com/c/7278838)
- **Web Platform** New nested and cross-origin web tests now cover permission-policy behavior for hidden media playback and pause-on-hide. [CL 7278838](https://chromium-review.googlesource.com/c/7278838)
- **Refactor** Autoplay policy code dropped direct dependencies on the older visibility path, aligning enforcement with the new observer flow. [CL 7278838](https://chromium-review.googlesource.com/c/7278838)

### Networking and WebTransport
- **Networking** `web_transport.mojom` gained a `WebTransportStreamPriority` struct so stream creation can carry scheduling hints over IPC. [CL 7874382](https://chromium-review.googlesource.com/c/7874382)
- **Web Platform** Blink's WebTransport implementation now forwards nullable priority data from JS-side stream creation into the network stack. [CL 7874382](https://chromium-review.googlesource.com/c/7874382)
- **Networking** The network service applies send group and send order through `WebTransportStream::SetPriority()`, making per-stream prioritization real instead of declarative. [CL 7874382](https://chromium-review.googlesource.com/c/7874382)
- **Refactor** Priority group `0` is now reserved as a sentinel for "no group", which cleans up API semantics for default behavior. [CL 7874382](https://chromium-review.googlesource.com/c/7874382)
- **Networking** WebTransport unit tests and Blink stream tests were updated to lock down the new priority plumbing. [CL 7874382](https://chromium-review.googlesource.com/c/7874382)

### UI and desktop Chrome
- **UI** Reload button animation now triggers only on press, not on unrelated toolbar state transitions. [CL 7905883](https://chromium-review.googlesource.com/c/7905883)
- **UI** Reload button unit tests expanded to pin the new animation behavior and avoid regressions during toolbar work. [CL 7905883](https://chromium-review.googlesource.com/c/7905883)
- **UI** Glic's experimental triggering nudge is now first-turn only, which should make the feature feel less naggy in repeated conversations. [CL 7905899](https://chromium-review.googlesource.com/c/7905899)

### Text and emoji rendering
- **Rendering** `RenderTextHarfBuzz` now uses the platform color emoji font for default-emoji codepoints too, not just explicitly emoji-presented ones. [CL 7897969](https://chromium-review.googlesource.com/c/7897969)
- **UI** Text rendering tests were substantially broadened to verify emoji font fallback and presentation behavior across more cases. [CL 7897969](https://chromium-review.googlesource.com/c/7897969)

### Extensions and tests
- **Refactor** Extensions browser tests removed a few exit-time destructors, reducing shutdown noise and making warning enforcement more tractable. [CL 7906576](https://chromium-review.googlesource.com/c/7906576)
- **Build** `chrome/browser/extensions/BUILD.gn` was adjusted alongside the cleanup to keep test targets linked correctly after the destructor fixes. [CL 7906576](https://chromium-review.googlesource.com/c/7906576)

### Infra and CQ
- **Build** Default Chrome CQ now treats Betty bots as critical, raising ChromeOS coverage for regular Chromium submissions. [CL 7867483](https://chromium-review.googlesource.com/c/7867483)
- **Build** CQ routing now differentiates between external contributors, Googlers, ChromeOS PA, and robot committers for which Betty builder set they must run. [CL 7867483](https://chromium-review.googlesource.com/c/7867483)
- **Build** Generated CQ configs and builder docs were regenerated to reflect the new Betty criticality and usage rules. [CL 7867483](https://chromium-review.googlesource.com/c/7867483)

## Reverts & Reapplies
- **Media** The daily window includes a revert commit for the media visibility refactor, indicating churn around the `HTMLMediaElement` visibility migration.
