Replacing the `
` structure in `about:keyboard` with `moz-card` accordion and other reusable components to align with a new design.

This patch:
1. Changes each shortcut category to become a `moz-card` accordion and each shortcut row uses `moz-box-item`
1. Ensures manually added categories, shortcuts, and their inputs (that are not available in menus) are rendered, localized, and labeled as expected
1. Provides responsive layout support for `moz-box-item` elements allowing the rows to reflow to two lines on smaller screens
1. Combines the plain `` with `.new` and `.newLabel` classes into a single `moz-input-text.newKey` component so the unified editing input is consistently referenced by one selector across JS and CSS
1. Updates the conflict confirmation dialog to use `nsIPrompt.MODAL_TYPE_CONTENT` for consistency with the Reset All dialog and to align with the updated design language
1. Adds a placeholder to shortcut inputs to communicate the unassigned/cleared states to align with updated design and ensure an on-screen functionality of text inputs is indicated
1. Updates search the search filtering logic to work with the redesigned `moz-card` accordion structure and adding visual text highlighting for matched search terms. The search is now operates on the new `moz-card.category` and `.key` selectors rather than the previously used `tbody` and `tr` selectors. With the new DOM structure relying on reusable components that include more shadow DOM communication, the filtering and highlighting logic was updated to work across shadow DOM boundaries:
 1. Updates design so categories with at least one matching shortcut are shown and their accordion is expanded and categories without any match are hidden
 1. Adds `` element highlighting to the matched portion of shortcut names (while custom highlight API is not yet penetrating shadow DOM)
 1. Uses the Settings UI search highlight color tokens for visual consistency, with an addition of `forced-colors` media query variants
1. Cleans up table-related code from `customkeys.js` and `customkeys.css`.
1. Creates a Fluent migration recipe for all the renamed strings in `customkeys.ftl`

Notes:
Tests are added in the part 3 of this stack to cover all parts of the redesigned changes.

Differential Revision: https://phabricator.services.mozilla.com/D302641",

The `select` and `CustomKeysUpdate` event listeners are updated to `content.input.inputEl` to account for the updated web component structure where the host elements are not redispatching events like `select` from their inner shadow DOM
1. Adds `checkStateOfCategories`, called after each search and clear step in `testSearch`, to verify that visible category accordions are expanded
1. Adds `testKeyboardAccess` to verify that accordion itself is focusable with keyboard, that it can be expanded/collapsed via `Space` and `Enter`, and that Change, Clear, and Reset buttons are visible and enabled for users navigating with keyboard alone

Differential Revision: https://phabricator.services.mozilla.com/D302643
Previously, the `nsRunnableMethod` logic has had a lot of logic for
customizing how members are both stored & passed into methods. It turns
out after reading over it that they could all be reduced into a couple
of cases:

1. Raw pointers to a refcounted type are implicitly upgraded to
 RefPtr<T>
2. Manual handling of `const T&` vs `T&&` passing (which can be handled
 implicitly by C++)
3. A small number of cases explicitly passing by reference (which can be
 handled by std::reference_wrapper).

Because this small set of cases covers everything, I was able to
simplify the logic in nsThreadUtils substantially such that method
wrapping invokes the closure code path, passing in `std::bind_front`
with a set of constructed parameters.

The large number of changes are mostly due to places which previously
needed to explicitly opt in to allowing the method to receive a value by
rvalue-reference which no longer need explicit `&&` qualification.

This logic was also used by MozPromise for InvokeAsync, which was also
simplified.

Support for `NewIdleRunnableMethod[WithTimer]` was also dropped. There
were no uses of the WithTimer variant prior to this patch, and the other
variant used a no-op nsIIdleRunnable implementation, which is equivalent
to the normal nsIIdleRunnable wrapper which you get when dispatching a
non-idle runnable with idle priority when needed.

Differential Revision: https://phabricator.services.mozilla.com/D307622
## Highlights
- **V8** Firefox ripped out asm.js across the engine, debugger hooks, public API, and codegen paths, shrinking long-tail maintenance around a legacy compilation pipeline. [bug 2002637](https://bugzilla.mozilla.org/show_bug.cgi?id=2002637) [Phab D300551](https://phabricator.services.mozilla.com/D300551)
- **Web Platform** `` and `` now implement the proposed `loading` attribute, giving sites a native way to defer media work and reduce startup cost. [bug 2005072](https://bugzilla.mozilla.org/show_bug.cgi?id=2005072) [Phab D278547](https://phabricator.services.mozilla.com/D278547)
- **Networking** Happy Eyeballs got much more aggressive, cutting the first fallback delay from 250ms to 50ms for faster connection setup on flaky dual-stack networks. [bug 2050565](https://bugzilla.mozilla.org/show_bug.cgi?id=2050565) [Phab D308842](https://phabricator.services.mozilla.com/D308842)
- **Security** System-principal documents now get a baseline CSP automatically, tightening a high-value privilege boundary by default. [bug 2040297](https://bugzilla.mozilla.org/show_bug.cgi?id=2040297) [Phab D308502](https://phabricator.services.mozilla.com/D308502)
- **UI** about:keyboard got a substantial redesign with a searchable sidebar, reset action, support link, and moz-card accordion layout. [bug 2041506](https://bugzilla.mozilla.org/show_bug.cgi?id=2041506) [Phab D302640](https://phabricator.services.mozilla.com/D302640)
- **Privacy** New Tab's Privacy widget now shows richer states plus live tracker and site counts, moving it closer to a real-time privacy surface instead of a static card. [bug 2049390](https://bugzilla.mozilla.org/show_bug.cgi?id=2049390) [Phab D308834](https://phabricator.services.mozilla.com/D308834)
- **Rendering** Windows HDR video conversion moved onto a D3D11 shader path, a notable GPU-side rendering change for video correctness and throughput. [bug 2037689](https://bugzilla.mozilla.org/show_bug.cgi?id=2037689) [Phab D300497](https://phabricator.services.mozilla.com/D300497)
- **Refactor** XPCOM async plumbing was cleaned up by unifying MozPromise then handles and simplifying RunnableMethod and InvokeAsync handling, despite one temporary backout for bustage. [bug 2048423](https://bugzilla.mozilla.org/show_bug.cgi?id=2048423) [Phab D307621](https://phabricator.services.mozilla.com/D307621)
- **Build** Linux builds moved back to ThinLTO with default configuration, a meaningful build-system shift with direct compile-time and binary-shape impact. [bug 2045567](https://bugzilla.mozilla.org/show_bug.cgi?id=2045567) [Phab D305074](https://phabricator.services.mozilla.com/D305074)

## What landed by area

### Desktop UI and browser chrome
- **UI** Send Tab's toolbar icon was enlarged for better visibility in the main browser chrome. [bug 2048412](https://bugzilla.mozilla.org/show_bug.cgi?id=2048412) [Phab D307449](https://phabricator.services.mozilla.com/D307449)
- **UI** Panel headings were fixed to avoid oversized title text in browser surfaces. [bug 2051246](https://bugzilla.mozilla.org/show_bug.cgi?id=2051246) [Phab D309397](https://phabricator.services.mozilla.com/D309397)
- **UI** The clipboard menu now follows the page's preferred color scheme for better visual consistency. [bug 2051184](https://bugzilla.mozilla.org/show_bug.cgi?id=2051184) [Phab D309282](https://phabricator.services.mozilla.com/D309282)
- **UI** Windows launch-on-login first-run enablement was deferred to browser-idle-startup to keep startup paths lighter and less surprising. [bug 2050775](https://bugzilla.mozilla.org/show_bug.cgi?id=2050775) [Phab D309204](https://phabricator.services.mozilla.com/D309204)
- **UI** Matching-tab close on New Tab now includes unloaded tabs, making bulk cleanup behave more like users expect. [bug 2047112](https://bugzilla.mozilla.org/show_bug.cgi?id=2047112) [Phab D308807](https://phabricator.services.mozilla.com/D308807)
- **UI** Container tabs gained an "add new container" entry in the context menu, though the first landing was later backed out for test failures. [bug 2047614](https://bugzilla.mozilla.org/show_bug.cgi?id=2047614) [Phab D306762](https://phabricator.services.mozilla.com/D306762)
- **UI** VPN get-started terms of service text was center-aligned to match the intended onboarding layout. [bug 2050417](https://bugzilla.mozilla.org/show_bug.cgi?id=2050417) [Phab D309395](https://phabricator.services.mozilla.com/D309395)
- **UI** Address and payment edit dialogs received Nova styling, continuing the visual refresh of form-management surfaces.
