Minimal first-click repro for Chromium issue 348520442.

1. Use the input at the bottom of the viewport.
2. Click the native clock/watch icon.
3. Click Other.
4. Bug: on affected Windows builds, nothing appears on the first attempt.
5. Click the icon and Other again. The time picker may open on the second attempt.
